Are team advertisements allowed? (Beginner's Club)

Sorry if they aren't, but the most popular team for beginners seems to be inactive, so I thought it might be best to have another one.

I hope to be active enough to keep the club active, so beginners like me can learn from and play one another. Difficulty to find other new players seems to be a big factor deterring people from learning shogi, especially in the west. Which isn't unique to shogi, any 'niche' game with a learning curve has that problem of perceived intimidation.
