Yes, that is illegal. But the solution is:
1. ２二銀 (S*22)
2. １二玉 (K-11)
3. １三歩 (P*13)
4. 同馬 (Hx13)
5. １一銀成 (S-11+)
The pawn drop did not deliver the checkmate since the horse captures it, the checkmate was delivered by promoting the silver to square 1-1.
