Unrestricted tournaments match users of different skills, so an entry-level beginner can play against an intermediate or advanced player. The begginer can lose his second and third game if he remains with 0 points and new strong players (also with 0 points) join the arena.
I think a restricted arena for players under 1500 would serve as a place for beginners to play each other, a kind of replacement for the absent quick pairing grid.

It was removed on lishogi as there aren’t too many players on lishogi yet and lishogi is still in its beta stage. Might be added as more users join lishogi. The restriction just made arenas much smaller.
