the"tower" you expressed should be rook and horse should be knight.(horse is used to name the promoted bishop in shogi)
the reason is that gote's gold on 23 is unprotected, and a gold values almost a rook/bishop.a rook's value is less than a gold+a knight in most of the times.so the engine wants to solve the rook problem as soon as possible(even with mass loss)to save the gold.plus, after recapturing the rook,sente's silver is not at a good place.

Not entirely correct. While the promoted bishop (dragon horse) is the one usually called the horse, the knight (katsura horse) is still a horse.
Yes, i know the knight is also horse in some extent(as i remember it by kanji)but to avoid confusion we do not use this to call it.
