なぜlishogi.orgで活動しているのは一部の人だけなのですか？

ユーザー数が少ないという意味ですか？
lichess風のUIに日本人が馴染みがないこと、アプリがない、宣伝不足あたりでしょうか。
真剣に考えた時期があって、日本人にとってこのサイトは対局を始めることすら困難です。
そこに気づいた有志の方が説明書を作られたりしています。

自動マッチがあれば幾分か軽減されると思うのですが、それは運営さんの方針とは異なるようです。
最近将棋フロンティアというアプリがリリースされましたが、完成度が大変低いにも関わらず一定のユーザーを獲得していました。アプリでプレイ制限がないというだけで将棋界ではかなりのアドバンテージがあります。しかし、アプリの開発は大変でしょうから難しいでしょう。
ユーザー数は少ないですが、それに対し利用してくれるstreamerは多いです。彼の熱意が続いているかわかりませんが、応援してくれるプロ棋士の方もいます。
他のサイトには存在しないアリーナトーナメントの力が大きく、うまくかみ合えば大規模な大会を開き知名度を向上させることができるでしょう。実際過去に一度、プロ棋士を招き大きな大会が開かれました。知名度を向上させるチャンスは熱意のある人たちがいれば叶うでしょう。

まとめると、注目を浴びるチャンスはあるが、人が集まった時気軽に対局できる環境が整っていないのでユーザー数が増加しないと私は考えています。ただし、lishogiはまだbeta段階ですからいつか人が増えるための条件が揃う日が来るでしょう。それだけのポテンシャルがあると思います。
個人的にも微力ながらユーザー数向上を目指していた時期がありましたが、現在の環境と開発方針では相当に厳しいと考えお休みしています。

同時接続人数の割りに対局数が少ない(アクティブユーザーが少ない)と言う意味なら、ただlishogiにログインするのが習慣化してる人も居そうですね。詰将棋ばかりやってる人もいますかね。それ以外の理由は分かりませんが。

If you mean that the number of games played is small compared to the number of simultaneous connections (few active users), then there may be some people who just make it a habit to log in to lishogi. Or maybe there are some people who play Tsume-Shogi all the time. I don't know why other than that.

Maybe some beginners don't feel confident enough in their skill to challenge other players. I mostly stick to puzzles and matches against AI for that reason.

It is same with any new page, they start slow. 81dojo also didn't have many users at first.
I enjoy a lot of the "study" option on lishogi, it helps with shogi teaching.
