That's correct; I remember that, too. Level one, I'd beaten with three pawns in hand; level two, I couldn't get consistently with a full army.

I disagree. After all, Lichess only has one, Stockfish, and the levels still feel balanced.

Actually, that might work. After all, a smaller, less trained “brain” would likely simulate a smaller, less trained brain.
