No, definitely not. That's the point of the piece, after all. Chess is a completely different game from Shogi.
In fact, it was very intentionally designed that way. In Chaturanga, the game chess is based off, the Queen moves only one square diagonally. The designers of chess could have picked any other move for the queen, but they picked her current stature. Why? Because it made the game the most fun.
I say “designers” like there was one centralized organization in charge of making modern chess, but it was a slow evolution over quite a while. The designers were the players themselves who thought the queen should move like that.

#4 contradicts with #1. Also, why #1 in the first place?
I have an idea. What if the Shogi player was the only one allowed to drop pieces back onto the board? Then, give the chess player a full army. It's a 9x9 board, so give them an extra pawn and maybe even an extra queen to balance things!
