I can create a new game but there's like 0 people there.
Am I not navigating the site correctly?

@maximaxi the player base is quite small comparitively to other websites , though if you create a game and wait in the lobby someone will definately accept it. Maybe in the future you may experience players lurking in the lobby in thousands like Lichess , when the website gets a huge influx of players.
Also keep in mind many players who visit Lishogi, exclusively play with engines & bots, some create studies and analyse and some of them are quite devoted to other shogi variants.
So at present you may find most of the players in arena or you may even send personal challenge.
Though out of topic but I suggest you to join any team thats quite active and engaged in regular tournaments and game plays.
