Or perhaps use the chess way where holding ctrl causes the dialogue to reappear

Genuine question, why? What situation might happen where a high ELO player might not promote?
How common is non promotion?
(I'm not saying auto promote is a good idea, just curious about where it, realistically, might not be the optimal play.)

during tsume sequences, sometimes you have to not promote the lance/knight in order to continue keeping the opponent's king in check. if autopromote happened the pressure is taken off and the opponent now has the chance to tsume you into a mate

Lances on the 7th rank do NOT have a pure movement gain (unless you were actually referring to the 8th rank). But even then, there could be niche circumstances where you must underpromote, say, in order to avoid mate by dropped pawn. Here is an example of a tsume i created. If you went and promoted the rook at 5-1, the only way to mate would be with a dropped pawn which is illegal, hence the underpromition

Upon further investigation, there are multiple lines of checkmate, one which DOES involve a rook promotion. Though replacing the 23 lance with a pawn should fix it.

This should be a proper tsume shogi with 1 checkmate line with the first move being a rook underpromotion.

for those of certain levels of understanding, promoting straight away (for the most part) is all that is needed
when more pathways of understanding is opened, the need for specialised tools becomes necessary
