No, it isn't. ẞ is from German, and even there, “ss” and “ß” are two different things (“massen” vs. “maßen”). In English, ẞ isn't even a letter in the alphabet.

We had a moderately successful spelling reform two decades ago and since then both ways of spelling are acceptable, i.e. ß and ss have become mostly interchangeable. But German is the only language which even has a need for this character, you must not use it when you write in English because most people will not be familiar with it.
