There's a requirement to play at least a dozen or so games before you're allowed to post in the forums, but trolls like this get around it by making multiple accounts.
Then they start a few games between those accounts and resign them all after a few moves to meet the requirement, and start posting inane garbage. It happens about once per year. The site is small and moderators few, but they do their job well. They usually get banned after a day.

Just my idea, but maybe it would be better if the games requirement were a bit stricter. Like instead of just playing X games against anybody at all, you have to play X number of games against players that are more "authentic", in some sense. Or maybe the games need to be played to completion. Maybe something else, like banning anyone who uses foul language more than X times in their first few posts. Just random thoughts

I’ve already noticed one player who used his fellow sandbagger to win several shields and tourneys without any effort @herz
and @faul1 is sandbagger he used, mb it’s just Herz’s twink
