I am in Pacific Standard Time and will be able to play on October 5th and onward with the exception of October 8th, 11th, 15th, 18th, 22nd, 25th, and 29th due to obligations. The times of UTC 7 PM to UTC 4 AM are ideal although I can of course be amenable to changes in time. First tournament so do correct me if my information regarding time provided is wrong.

Okay, translating UTC that sounds like 11:00 to 20:00 Pacific time.
How about Tuesday 10/7 @ 13:00 Pacific (21:00 UTC)?
Ok I'm fine with Tuesday 10/7 however 21:00 UTC is 2:00 PM PST/ 14:00 Pacific is it not? If it is then I'm ok with that.

Today some appointment shifting that can't be changed has made the aforementioned time for Tuesday unavailable. However I can do times on Tuesday between UTC 11:00 pm to UTC 04:00 am. Ideally how about Tuesday UTC 11:00PM?
